New article on civic capacity building for communities engaged in siting energy infrastructure

As part of our project on consent based siting that is funded by the US Department of Energy, we have investigated the civic capacities that communities need in order to have meaningful, informed, and appropriate conversations and to make competent decisions about siting of energy infrastructure.
